Milner promoted to Chief Operating Officer
The Norman Board of Education has approved the district’s recommendation to promote Justin Milner to serve as Chief Operating Officer for Norman Public Schools. Milner has served as the Director of Special Services since 2005.
In this role, Milner will be directly responsible for the district’s capital improvement programs, including bond issue development and implementation. He also will provide oversight for the district’s Transportation, Child Nutrition, Custodial Services, Maintenance, Health Services and School Resource Officer programs.
Milner began his career as a special education teacher in the Walters Public School District before taking a position with the Oklahoma State Department of Education, where he was responsible for special education programs across the state. During the past 12 years in the Norman Public School District, he has provided oversight for the Special Education, Alternative Education and Residential Education programs across the community. He also has led a district-wide Climate and Culture Task Force to enhance educational environments for students and was critical to implementing the Positive Behavior Interventions and Supports initiative, which is a proactive approach to establishing the behavioral supports and social culture and needed for all students to achieve social, emotional and academic success.

He has a heart and passion for students that is vital to the success of our district.”
Named Director of the Year in 2016 by the Oklahoma Directors of Special Services, Milner’s commitment to students is known across the state and beyond. His professional memberships include the Cooperative Council for Oklahoma School Administration (CCOSA) and the Oklahoma Directors of Special Services. He has served on the CCOSA Executive Board, as well as president of the Oklahoma Directors of Special Services and Legislative and Policy Liaison.
Milner is a graduate of East Central University and holds bachelor’s and master’s degrees in Special Education with a focus on administration. He replaces Dr. Nick Migliorino, who will become the district’s superintendent July 1.
